In late July 2017, security and performance enhancements will be made to the SCRA website, including updates to the website's code base and database optimizations for faster processing. Notably, this update will institute CAPTCHA prompts for Single Record Requests. In order to better protect Service member active duty information, users who conduct a Single Record search will be required to complete a CAPTCHA prompt before being allowed to submit their request. Users who wish to bypass CAPTCHA prompts can do so by supplying an ECA Identity Certificate. Information on how to obtain an ECA Identity Certificate is available at The SCRA website will accept either a Medium Assurance Level Identity (soft) or Medium Token Assurance Level Identity (hard) ECA Identity certificate for logging in to the SCRA website and bypassing the CAPTCHA prompt. Documentation on how to register an ECA certificate with the SCRA website is available in the "Upcoming Changes" section of the SCRA User's Guide, available by clicking the "User's Guide" link in the SCRA navigation bar.

Welcome to SCRA

SCRA is a program that provides certain protections from civil actions against servicemembers who are called to Active Duty. It restricts or limits actions against these personnel in the areas of financial management, such as rental agreements, security deposits, evictions, installment contracts, credit card interest rates, mortgages, civil judicial proceedings, income tax payments, and more. Users may submit a Single Record Request to obtain a report certifying Title 10 active duty status for provisions under SCRA. This report is also called a Certificate. No account is required to use the Single Record Request.

Users may also request Multiple Record Requests of multiple individuals (or multiple dates for a single individual) to determine Title 10 active duty status for provisions under SCRA. An account is required to use the Multiple Record Request. These users will be able to:

  • Create and manage an account in order to retrieve information
  • Upload 'Request' files for Multiple Record Requests
  • Download 'Result' file(s)
  • Download Certificates for Multiple Record Request(s)
